This article purposes to consider how should the government or law respond to the emergency of pandemic caused by COVID-19. Second, I consider the value of the rule of law by comparing deontology and consequentialism. Basically, consequentialism is supposed to prefer flexible extrajudicial measures to the strict rule of law. However, I argue that consequentialism can promote the value of the rule of law if it is combined with conservatism.
